Jeff represented South County on the St. Louis County Council from November, 1996 to January 2001.
As Councilman, Jeff earned a reputation as an effective legislator, strong leader and a responsive representative.

Jeff’s accomplishments on the St. Louis County Council include:

• Leading the effort to redevelop the South County Mall.

• Sponsoring the law mandating Hepatitis A vaccinations for food handlers.

• Sponsoring the law making Road Rage a crime.

• Founding the JB Blast 4th of July Celebration in Jefferson Barracks Park.

• Initiating 6th District Study.

• Revising the Oakville Area Study to reflect the will of residents rather than developers.

• Sponsoring the Resolution that ended Scattered Site Housing.

• Sponsoring a law restricting pawn shops, thrift stores and check cashing operations.

• Leading the effort for a New Notre Dame High School Entrance in JB Park.

• Leading the effort to designate Highway 255 as American Veterans Highway.

• Sponsoring legislation to require parental consent before children can purchase, rent or play violent and sexually explicit videogames.

• Established a 24-Hour Constituent Hotline.

• Leading the effort to have Council meetings televised.

In 2001, Jeff was appointed Director of Intergovernmental Relations for the late County Executive, Buzz Westfall. In 2001, Jeff was appointed to the Board of the Metropolitan Park District (n/k/a Great Rivers Greenway) where he still serves. In 2002, Jeff entered private law practice in South County
